Purpose & Principles

The Dickeyville Community Association (DCA) is a 501 (c3) organization created to maintain, improve, and protect the Baltimore City area known as Dickeyville. It endeavors to be driven by its membership.

  • Membership in the DCA is open to all residents of the Dickeyville community per definition in the DCA By-Laws.

  • Membership meetings are held at designated times throughout the year to conduct the business of the association.These meetings provide not only the occasion to discuss matters concerning the community but afford the opportunity for members to make motions and vote on DCA financial, policy, and governance issues.

  • All business of the DCA shall be conducted in accordance with the DCA By-Laws and the laws of the City of Baltimore, State of Maryland, and United States of America.

Standing Committees

The Dickeyville Community Association has the following standing committees; Architectural; Archives; Hospitality; *Maintenance; *Public Works, Planning & Zoning; *Real Estate; Security; *Streams; and Town Crier Communications.  Additional ad hoc subcommittees are formed as needed.

Architectural Committee

  • Review and approval of any changes to the exterior of properties in Dickeyville. Also helps residents comply with guidelines of Baltimore City’s Commission for Historical and Architectural Preservation (CHAP).

  • Chair -  Mitch Cyman

Archives Committee

  • Research, discovery, collection, assembly and proper storage of all documents, photographs, and artifacts relating to the history of Dickeyville. Also provides access for the community through scheduled exhibitions (e.g. July 4th weekend) and by appointment.

Hospitality/Welcoming Committee

  • Welcomes new residents to the village, by making a personal visit to deliver information about contact details, event schedule, DCA membership, CHAP Guidelines, and a small gift provided by the DCA. Goal is to embrace newcomers to feel welcomed and integrated into our unique and active community.

*Maintenance Committee

  • DCA liaison working with residents to oversee the maintenance of Dickeyville properties and common areas. Fairly and equally responds to all maintenance issues that arise, including those raised based on complaint referrals from concerned citizens regarding private property maintenance. Maintenance includes the preservation of our historic homes, basic upkeep of yards and gardens, clearing of stone gutters, and removal of trash and abandoned items from yard. Forms and procedures can be found in the Dickeyville Directory, on this website, and/or directly from the committee chair.

  • Chair - Leslie Greenwald

*Public Works, Planning & Zoning Committee

  • Act as liaison to the City Department of Planning and City Board of Municipal & Zoning Appeals. Monitors condition of streets, storm sewers, sanitary sewers, and public utilities with the village, calling for action when necessary.

  • Chair -  Greg DiFranco

*Real Estate

  • Monitors the seller/buyer status of Dickeyville homes and provides. Serves as liaison with real estate agents and guides them towards website resources relevant to historic home ownership.

  • Chair - Seely Foley

Security Committee

  • Works towards a safer, more aware community by keeping residents informed of criminal activity in their area, recruiting block captains and cultivating strong community ties with the Baltimore City Police Department.

*Streams Committee

  • Organizes volunteers to collect trash from the Gwynn's Falls watershed, within the Dickeyville community, several times a year.  The clean up serves as an environmental improvement to the Gwynn's Falls and a neighborhood beautification effort, as many village events utilize the park area next to the dam.

Town Crier/Website/Directory (*Communications) Committee

  • Publishing and distributing The Town Crier in advance of DCA scheduled meetings. Each issue includes Minutes of previous Membership and Board Meetings, reports from committee chairs, and announcements submitted by community and area residents and organizations.  The committee also manages the DCA website, the Village Directory and Email List.

Things to Know About Living in An Historic Community

Dickeyville is listed on the National Register of Historic Places

Dickeyville was designated as an “historic district” of Baltimore City in 1969 and placed on the Federal government’s “National Register of Historic Places”  in 1972.

  • “Period/Date of Construction: c. 1790-1909. The town of Dickeyville is a unique survival of four periods of growth from the late 18th century through the Victorian era. It is also Baltimore’s earliest example of a community restoration project.”  [Source: Maryland National Register Listing]

  • According to the Maryland National Register Listing, Dickeyville is a rare example of a complete 19th century mill town, including residential buildings, public buildings, and mill structures, which have survived unchanged to the present time.

Living in a historic community comes with certain responsibilities that each homeowner needs to adhere to and preserve the charm and architectural character of the village.

DCA Dues

Each Dickeyville household is encouraged to contribute by paying an annual amount known as the DCA Dues.  This is not a compulsory fee.  The dues are a key source of revenue used by the voluntary Dickeyville Community Association to organize events, coordinate information sharing amongst neighbors and to represent village interests within the broader Baltimore context.

What do those Dues achieve? 

Below are examples of why it’s a great idea to pay your Village Association dues.
Services delivered every year include:

  • Provides funds and organization for our legendary Fourth of July activities, and several other annual community-wide events

  • Supports new community activities, like Backyard Concerts, the Langenberg Lecture Series, Arts Festival, Coffee Mornings

  • Maintains important archives of historic information for our village

  • Regulates the appearance of Dickeyville according to CHAP guidelines, so we can continue to enjoy the charm of one of the best neighborhoods in Baltimore, and optimize residential property values

  • Helps to keep our community safe (e.g. thanks to the swift action of DCA President and fellow community members who contributed to new security measures at the BP Station on Windsor Mill/Forest Park)

  • Helps to keep the Gwynns Falls clean through Stream Clean-ups

  • Presses for improvements on aging roadways – such as the repaving of Forest Park Road

  • Represents village at committee of local neighborhoods

How much is it?

In many communities, HOA fees can be near $400 a month – however, the DCA asks $50 per household per year. This is incredible value, particularly when compared to HOA Fees in other communities.

  • DCA doesn’t intend neighbors to feel unnecessary pressure or hardship, so this payment is a voluntary contribution.  

  • We hope that awareness from information above is enough to recognize that your family gains significant benefits from efforts of the voluntary village association
